The Biltmore Hills Park Master Plan Update will align near-term renovations funded through the 2022 Parks Bond with a long-term vision that reflects community priorities and citywide goals for health, sustainability, and environmental resilience.

Engagement will occur across four phases—Site Analysis & Initial Input, Design Alternatives, Draft Master Plan Review, and Approval—using a mix of public open houses, focus groups, event outreach, and online surveys to ensure broad participation.

The process will build on the park’s historic role as a gathering place for Southeast Raleigh and strengthen its connection to nearby parks such as Walnut Creek Wetland Park and Barwell Road Park, creating a more connected and resilient park network for the community.

A Situation Assessment is an analysis of the local context around a project, helping Raleigh Parks staff determine the best way to effectively engage the community in a collaborative process. It identifies key stakeholders, issues, and opportunities that will shape the planning process, ensuring the master plan reflects both community priorities and citywide goals.
